The project team’s community engagement and outreach process for this stage of development approval are designed to provide opportunities for stakeholders to learn about the vision for the site early on and to share their feedback on the application — all with the intent of maintaining a respectful and transparent dialogue. Through a variety of outreach channels, MATCO Development and the project team invite you to learn more about the redevelopment vision and share your response. We are committed to an equitable, inclusive and transparent process, and make the following commitments to all stakeholders who participate in our process:

  • We will provide you with clear, concise, transparent and accurate information about Brewery-Rail Lands.

  • We will listen to your feedback on key areas of the Brewery-Rail Lands project and respond to your questions.

MATCO Development(LOC2022-0022), Hungerford Properties (LOC2022-0064), and The Calgary Drop-In Centre (LOC2022-0198) were very pleased to share the collective vision for the Brewery-Rail Lands, listen to feedback, and answer questions at our Public Outreach Event at the YW Hub in Inglewood on January 31, 2023.

Past Digital Events

Thank you to everyone who took the time to participate in our Digital Information Sessions on March 10 and 15, 2022. Both sessions were fully booked and due to a high level of interest we opened up additional spots for those on the waitlist with nearly 100 people registered between the two sessions.

We received a lot of thoughtful feedback and were thrilled to see so many participate in the more interactive segments of the sessions. We had the opportunity to address many of the questions posed to the project team during the Q&A portion and for those questions that we did not get to, we kindly encourage interested stakeholders to review our What We’re Hearing Summary available for viewing below in the “Supporting Information” section.

Proposed Policy Amendment

A policy addition / amendment has been submitted by the private landowners / Applicant as a formal City of Calgary requirement and to support the active Land Use Redesignation and / or Outline Plan applications (LOC2022-0022, LOC2022-0064, LOC2022-0198). These policies should be considered draft – they are under active review by The City of Calgary, subject to change, and for discussion and feedback purposes only.

What We’re Hearing Summary

A What We’re Hearing Summary is now available for public viewing, containing key themes heard to date through various outreach channels, including the two Public Outreach Sessions conducted in March 2022.

The What We’re Hearing Summary also aims to provide progress updates on the application status, highlight key areas of refinement, and share project team responses to the feedback heard thus far.

Brewery-Rail Lands Vision Brief

This Vision Brief is created on behalf of MATCO Development in support of a comprehensive Land Use Redesignation and Outline Plan application for the Brewery-Rail Lands Comprehensive Planning Area. 

The Vision Brief illustrates the medium-to-long term development vision for the Brewery-Rail Lands site with the guiding principles and key considerations that inform the planning process.

A broad overview of key elements of the proposed plan is provided, along with foundational information about the local area context, City of Calgary policy framework, planning considerations, and public stakeholder outreach process.

Historic Resources Impact Assessment

In recognizing the valuable nature of historic resources, the Historical Resources Act of Alberta provides a formal framework for Historic Resources Impact Assessments (HRIAs) and mitigation studies. Alberta Culture and Tourism furthermore verifies consultant qualifications to ensure they meet pre-established criteria in the conduct of impact assessments, excavations, preparation of documentation recording historic resources and applications for Historical Resources Act clearance (if required) based on the area of specialty.

The former Calgary Brewing & Malting Company site has undergone two significant Historic Resources Impact Assessments (HRIAs) since the Molson closure in 1994, with the most recent completed in 2012. Based on the assessment requirements for the site specified by Alberta Culture, the extensive planning and site evaluation work associated with the 2012 HRIA informs the foundation and heritage context for the current Brewery-Rail Lands proposal (LOC2022-0022), the recognition of the site’s heritage value with the creation of Rail Trail Park, and preservation of the former Brewery’s most intact historic structures through the creation of an Industrial Heritage Precinct. The 2012 HRIA will continue to guide the comprehensive planning process and feasibility of future adaptive reuse and/or removal of on-site structures as Brewery-Rail Lands develops over time.
